Florida has one of the most unique health insurance markets in the country. Here is what that means for you and how to navigate it without getting lost.

If you live in Florida and you are trying to figure out private health insurance you are dealing with a market that is genuinely different from most other states. Florida has a massive uninsured and underinsured population, a huge self-employed workforce, one of the largest ACA Marketplace enrollment numbers in the country, and a healthcare system that has gone through significant carrier exits and network changes in recent years.
All of that matters when you are trying to pick a plan. And most of the information out there treats Florida like it is the same as every other state, which it is not.
So let me explain what private health insurance Florida actually looks like, who it is right for, how it compares to ACA Marketplace options, and what you need to think about before you make a decision. The Florida Difference
Why Florida Is Not Like Other States
Florida has more ACA Marketplace enrollees than any other state. That is a fact. Millions of Floridians get their health coverage through Healthcare.gov every year and for a large portion of them that is the right financial decision because the subsidies are significant.
But Florida also has one of the largest concentrations of self-employed people, small business owners, freelancers, contractors, and pre-Medicare retirees of any state in the country. That population does not always fit neatly into the Marketplace subsidy structure, and for many of them a private PPO plan is a significantly better fit — financially and in terms of the flexibility and coverage quality they actually get.
Florida also does not have Medicaid expansion, which means there is a real coverage gap for lower-income adults who earn too much for Medicaid but too little to qualify for meaningful ACA subsidies. That gap affects real people and it changes the conversation about which options are actually available.
And then there is the carrier landscape. Florida Blue dominates the market in many parts of the state. Aetna exited major Florida markets. UnitedHealthcare has entered and exited different counties at different times. The network picture shifts, which means a plan that worked for you two years ago may not have the same provider access it did when you enrolled.

Private health insurance is coverage sold outside the government Marketplace. It is not an employer plan and it is not a government program. It is a plan underwritten by a private carrier — UnitedHealthcare, Cigna, Aetna, Allstate Health Solutions, Florida Blue — that you purchase directly, usually through an independent broker like me.
The most common type of private health insurance for individuals and families in Florida is a PPO plan. A PPO gives you the ability to see any in-network doctor or specialist without a referral, access to a broad national provider network, and year-round enrollment so you are not locked into the November to January Open Enrollment window.
That last point matters more than most people realize. If you move to Florida in March, leave a job in June, or start a business in September, you do not have to wait until November to get covered. Private PPO plans can start within days of your application being approved. That flexibility is one of the biggest practical advantages of going the private route over the Marketplace.

The year-round enrollment advantage: ACA Marketplace plans are only available during Open Enrollment November 1 through January 15 unless you qualify for a Special Enrollment Period. Private PPO plans are available every day of the year. For self-employed professionals and anyone between jobs that flexibility is often worth the premium difference alone.

How Private Health Insurance Florida Compares to the ACA Marketplace
This is the conversation I have with almost every client. And the answer is never the same twice because it depends entirely on your income, your health, your doctors, and your timeline.
The ACA Marketplace is the right choice when your income falls in a range that qualifies for meaningful premium tax credits. If your household income is between 100 and 400 percent of the federal poverty level the subsidies can be substantial — sometimes bringing a Silver plan down to under $100 a month or even less. At those price points the Marketplace is almost always the better financial decision and I will tell you that directly.
Private health insurance is the right choice when your income is above the subsidy cliff and unsubsidized Marketplace premiums become expensive, when you need coverage outside of Open Enrollment, when you need direct access to a specific doctor or hospital that is only in a private PPO network, when you travel frequently and need nationwide coverage, or when you are self-employed with variable income and want the consistency and flexibility of a private plan.
For a lot of Floridians the answer is not obvious without actually running the numbers. That is what I do. Who It Is For
Who Private Health Insurance Florida Makes the Most Sense For
Based on the clients I work with across the state, private health insurance in Florida tends to be the strongest fit for a few specific groups.
Self-employed professionals and 1099 contractors are at the top of that list. If you run your own business, work as a freelancer, or earn income on a 1099 basis you are responsible for your own coverage. The Marketplace may work for you depending on your income, but a lot of self-employed Floridians earn above the subsidy range or have variable income that makes the Marketplace subsidy calculation complicated. A private PPO plan gives them predictable coverage with no enrollment window restrictions and direct access to the specialists they need without a referral slowing them down. Pre-Medicare retirees are another major group. If you retired early or semi-retired and you are between 55 and 64, you need coverage to carry you to Medicare eligibility at 65. Private PPO plans are often the cleanest solution for this group — stable, comprehensive, and flexible enough to work whether you are spending winters in Cape Coral or summers somewhere else entirely.
Small business owners looking to offer coverage to a small team should look at small business group health insurance options which I also cover. Group plans have different dynamics than individual private plans and I help business owners understand both before making any decisions.
Families who have outgrown employer coverage or whose employer plan has a high deductible and limited network often find that a private PPO gives them better access at a comparable or lower total cost when you factor in the deductible and out-of-pocket maximum difference.
